John Binks

Chambers Director

John has extensive experience in the legal profession, and in its administration and regulation.   He qualified as a solicitor in 1985, and spent 16 years in practice, in various roles :  Crown Prosecutor, Army legal service dealing primarily with Courts Martial, and 10 years in private practice, latterly as a partner in a firm specialising in criminal work. 

In 2001 John joined the newly formed Legal Services Commission.    His senior management positions included Contract Manager for Merseyside & Central Manchester, and thereafter Regional Director for theNorth West.   John was seconded to the Carter Review Team where he focused on price structures, finance, and options for consortia working.   He moved on to lead a number of national LSC projects, including preparation for price competition and peer review,  and was latterly focussed on ‘whole system ‘ working with the MoJ and Criminal Justice Board.  

In 2011 John left the Commission and worked as an independent consultant for a number of Chambers before joining Citadel in 2012.   He was the author of sections of the Law Society's Legal Aid Toolkit, and has written numerous articles published in the legal press, dealing with issues regarding proposals for change and the future of the legal profession.       More recently, John worked with both the Bar Council and the Law Society in formulating their responses to MoJ consultation on price competition.
